채텀 하우스 규칙은 1927년에 왕립 국제 문제 연구소의 본부 건물이 소재한 채텀 하우스의 이름을 따 만들어진 규칙으로, 논쟁적인 주제에 대한 토론을 위한 규칙이다.

채텀 하우스 규칙을 따르는 회의에서, 회의에 참석하는 사람 누구나 토론에서 얻은 정보를 자유롭게 사용할 수 있지만, 누가 어떤 발언을 했는지 밝혀서는 안 된다. 이 규칙은 토론의 개방성을 촉진하기 위해 고안되었다.

규칙

이 규칙은 1927년에 만들어지고 1992년에 개정되었다. 2002년의 마지막 개정 후의 규칙은 다음과 같다.

When a meeting, or part thereof, is held under the Chatham House Rule, participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed.

이 규칙은 "채텀 하우스 규칙들" (: Chatham House Rules)로 표기되기도 하지만, 채텀 하우스 측은 규칙이 하나밖에 없으므로 단수 표현을 사용해야 한다고 주장한다.

목적

이 규칙은 개인 의견과 기관의 의견을 분리시키고, 직업 경력이나 해고에 대한 걱정 없이 논쟁적인 의견과 주장을 자유롭게 펼칠 수 있게 함으로써 공공 정책과 시사 현안의 개방성을 촉진하도록 고안되었다.

Purpose

The rule allows people to speak as individuals and to express views that may not be those of their organisations, and therefore encourages free discussion. Speakers are free to voice their own opinions, and to contest the opinions of other participants, without concern for their personal reputation or their official duties and affiliations. The Chatham House Rule resolves a boundary problem faced by many communities of practice, in that it permits acknowledgement of the community or conversation, while protecting the freedom of interaction that is necessary for the community to carry out its conversations. It is designed to reduce the risk of what has come to be described as groupthink, where unpopular views are excluded from discussion, reducing the range of opinions an organisation can discuss.

The aim of the rule is to guarantee anonymity to those speaking within its walls so that better international relations may be achieved. The rule is now used internationally as an aid to free discussion. The original rule of 1927 was refined in October 1992 and again in 2002. Chatham House has translated the rule into Arabic, Chinese, French, German, Portuguese, Spanish and Russian.

The rule is a contrast (or a compromise) between private meetings, where revealing what was said in the meeting is forbidden, and on the record events where the discussion is completely public and attributed.

Generally, the Chatham House Rule is imposed as a condition of being allowed to attend a meeting or event: all participants are understood to have agreed that it would be conducive to free discussion that they should be subject to the rule for the relevant part of the meeting. The success of the rule may depend upon it being considered morally binding, particularly in circumstances where a failure to comply with the rule may not result in sanction.

Concern over ECB use

In May 2015, the release of a rule-bound speech by European Central Bank board member Benoît Cœuré triggered broader attention to the bank's use of the system. The Cœuré speech influenced currency, stock and bond markets. In the aftermath, other recent ECB invocations of the rule regarding a question-and-answer session and opening remarks for Cœuré, respectively, by ECB Vice President Vitor Constancio and another member of the board, Peter Praet, also gained attention. An ECB governing council member Boštjan Jazbec of Slovenia also had, the same month, held a question-and-answer session under the rule.
