천자국인 주나라를 보호하는 역할을 함.아마 주나라 근처인 것으로 추정된다.윤나라(尹)도 이와 비슷했다.또한 유나라는 주왕이 무언가를 결정할 때 도와주었다. 유 헌공과 유 목공이 그 역할을 수행해냈었다.

유나라는 아마 주나라와 혼인•인척관계를 맺고 있었을 것이다.그리고 주나라는 유나라와 윤나라를 결정 도우미, 즉 옆에서 모시는 신하로 여겼다.
